Since opening their waste-to-energy facility in Poughkeepsie in 1989, the Dutchess County Resource Recovery Agency (DCRRA) has relied on HDR to provide consulting engineering services to help keep the plant running smoothly and in compliance with Federal regulations and requirements. Whether it involves updating the Operations and Maintenance (O&M) Manual used in daily operations, providing on-call 24/7 engineering services, meeting permitting requirements, or long-term planning for compliance with new Clean Air Act requirements, HDR has met the needs of DCRRA for nearly two decades.

Guided retrofits to meet new federal emissions standards ahead of schedule

Each year, the Poughkeepsie facility burns more than 150,000 tons of solid waste, converting it into 50 million kwh of energy that is sold to the Central Hudson Gas and Electric Corporation to power the electrical grid that serves the more than 250,000 county residents. The Class 1 Small Municipal Waste Combustor Facility has two O’Connor Rotary mass burn waterwall type combustors, each capable of processing 228 tons per day of municipal solid waste, recovering the energy as steam. The steam, in turn, drives the 9.2 mw turbine generator to create energy.

In 2005, the facility completed a $14.8 million upgrade ahead of schedule to meet new federally-mandated emissions requirements under the Federal Clean Air Act, including installation of a new spray dryer absorber system. HDR has served as the lead consulting engineer for the retrofit and other ongoing projects that have included design and procurement services, as well as environmental and operational consulting and construction monitoring.
