As more states and localities consider the public-private partnership model for delivering infrastructure, it is important that a rational and explanatory analytical framework form the basis for assessing the efficacy of P3 delivery. Value for Money (VfM) analysis has become relatively universal, but does not include a complete list of factors that should be considered.
