The term "public-private partnership" (P3) has been loosely defined by various entities in the U.S. as it is still evolving and as yet, no concrete procedures have been developed on how to uniformly implement such partnerships. Still, P3s are generating interest as agencies face funding shortfalls. This paper discusses why those agencies are looking at P3s and what factors they should consider before implementing a P3.
