DAY CPM and HDR Team as Owner's Representative for New Multnomah County Central Courthouse

(April 22, 2014) - In December 2013, the team of DAY CPM Services in association with HDR was selected by Oregon's Multnomah County as the Owner's Representative for the new Multnomah County Central Courthouse in Portland, Oregon. The team is currently in the initial functional program review phase of the project. 

In the role of the Owner's Representative, the DAY and HDR team has been retained to provide a number of services, including program review and concept design, site selection and acquisition, business case  analysis,  and overall project management to help the County create a modern, functionally efficient new courthouse. The current Multnomah County Central Courthouse, built more than 100 years ago, has been deemed structurally and functionally obsolete, failing to meet current seismic codes and the needs of Oregon's most populous county.

As one integrated team, DAY and HDR bring the best of local and national expertise to complement Multnomah County's project delivery team. Together, the team is  already creating solutions that will help bring this incredibly important project to life. Mike DAY, President of DAY CPM, and Catherine Chan, HDR's Justice Director for the Western Region, note that, "The DAY and HDR team bring an expert understanding of the challenges that come with planning, designing and constructing courthouses across North America. This expertise will help ensure Multnomah County has the tools it needs to successfully execute every phase of this project while managing cost and risks and satisfy the goals and needs of Multnomah County, court users, the Judiciary and interested groups."

Phase 1—project management, program review and expenditure analysis, business case analysis review, and site planning, assessment and evaluation—is expected to be completed before the end of 2014. The County will then select the project delivery method and release an RFP for design and construction services. The new courthouse is expected to open in 2020.
