Joe Guerre Joins HDR to Strengthen Comprehensive Transportation Asset Management Planning
(March 9, 2016) – Industry expert Joe Guerre has joined HDR's transportation asset management program. In his new role, Guerre will provide asset management planning and consulting services to HDR's global transportation clients.
A nationally recognized authority in asset management, Guerre brings proficiency in lifecycle cost and risk-based analysis to HDR's comprehensive transportation asset management program. His experience spans all aspects of the long-term operation of transportation assets. Guerre is currently working in partnership with clients in Florida, Iowa and Washington, D.C., to develop Transportation Asset Management Plans (TAMPs).
Prior to joining HDR, Guerre led asset management consulting services for Cambridge Systematics, where he worked for 15 years. On behalf of the Federal Highway Administration (FHWA), Guerre led development of three pilot TAMPs in Louisiana, Minnesota and New York. He co-authored the "Transportation Asset Management Guide" published by the American Association of State Highway and Transportation Officials (AASHTO) and has worked with 15 state departments of transportation to enhance their asset management programs.
Beyond asset management, Guerre is widely regarded as an expert in performance-based planning, state- and regional-plan development, and project prioritization.

Guerre earned a bachelor's degree from Purdue University and a master's degree from Massachusetts Institute of Technology—both in civil engineering. He also sits on the Transportation Research Board (TRB) Committee on Transportation Asset Management.
