The new Juvenile Service Center will include up to 50,000 square feet of new construction, with additional demolition and other work possible (based on the approved construction amount). The comprehensive Center dedicated to juveniles will include Administration Services, Court Intake, Victim Services, and Court Clerk and Detention, along with the 323rd District Court, Criminal District Attorney's Office – Juvenile Unit, District Clerk / Juvenile Division, Domestic Relations Office, Facilities Management, Information and Technology Services. Plans call for the Center to be completed in 2019.

HDR, a national justice design expert based in both Dallas and Fort Worth, Texas, will provide architecture / engineering services to encompass programming and master planning, in addition to services for design and construction contract administration for the approved scope; the firm's Fort Worth office will perform civil engineering for the project. As a local knowledge expert in detention work, LBL Architects will also provide architecture services and collaborate on the design of the project.

Two local Tarrant County firms will be working with HDR and LBL: BHB Engineers and Frank Neal Structural Engineers. The Ridley Group, a national juvenile and detention operations consultant based in Washington DC, will provide juvenile services programming and operations, Datacom will cover technology design, and Foodesign will design food and laundry services for the facility.

Mike Brenchley, HDR justice director, says "The Tarrant County Juvenile Justice program is nationally known for delivering services to reduce recidivism. We're excited about the opportunity to collaborate with them to produce a facility that supports their mission and delivers a quality environment."
