Steve is nationally recognized for his work in public-private partnerships (P3) and an expert in guiding owners through highly challenging projects and non-traditional delivery. With over 30 years of industry experience, he is proficient in assisting clients from strategic capital planning and financial feasibility through occupancy and start-up. His comprehensive experience includes real estate consulting, development advisory, financial feasibility, economic and risk analysis, urban redevelopment, public-private partnership transactions, design-build, programming, design criteria/performance specifying, RFEOI/RFQ/RFP contract development, design/construction program management, and litigation support services. Steve is a member of HDR Architecture, Inc.'s executive management team.

Larry Hartman, AIA, LEED APCorrectional Design Leader
Larry has over 30 years of justice experience, and is known for his skill in leading collaborative project teams that are responsive to clients needs. He has successfully programmed and designed complex projects such as major prisons, adult detention centers, juvenile detention centers, substance abuse treatment centers, higher education facilities, materials laboratories and courts and has been involved in security planning of large public works projects. Larry is a true industry leader, serving as 2009 Chair of the American Institute of Architecture, Academy of Architecture for Justice (AAJ) Advisory Group, where he can champion a personal passion of promoting excellence in the design of justice facilities.

Jeffrey Bradley, PSPDirector Justice Marketing
Jeff has over 20 years of management, marketing and project experience in the justice field, including workon more than 173 justice facility projects in 27 states, Canada and Mexico, with a special focus onsophisticated electronic security control systems Heis well-known throughout the detention, corrections, and justice industries for his knowledge of the justice and detention markets. Jeffis a board member of the American Society for Industrial Security (ASIS) International's Physical Security Council, serves on the PSC's Education Committee, and is a Physical Security Council Chapter liaison co-chair. He is a publicly elected official as a board member of the Fern Bluff Municipal Utility District in Round Rock, Texas, and is its vice president.

Mike has over 25 years of experience focused on criminal justice, revolutionizing the role of architects in design-build through structuring deals that incentivize true integration of design and construction to streamline the delivery process. He has extensive knowledge in all phases of building design and construction. His management capabilities are strengthened by a comprehensive understanding of applicable corrections technology. Mike has received several awards for his team leadership, and a prolific speaker and author for national industry publications such as American Jails, Corrections Forum, Correctional News, and Courts Today.
