DOE Nationwide IDIQ for NEPA and other Environmental Services

DOEHDR and our team members are proud to be providing NEPA and other Environmental Services for the many Programs and Offices of the U.S. Department of Energy. Under this contract the HDR Team brings the history of environmental services of HDR Engineering, including our subsidiaries of HDR|EOC and HDR|DTA, as well as our teammates of Battelle, Los Alamos Technical Associates, and Labat Environmental.


HDR acquired Portland, Maine-based Devine Tarbell & Associates, Inc. (DTA) in 2009. DTA is a leader in hydroelectric services adding over 225 professional engineers, scientists, regulatory specialists, and support staff located at 9 offices in North America to the HDR network.


HDR acquired engineering-environmental Management, Inc. (e2M) in June 2009. e2M adds more than 366 environmental professionals and engineers in 14 offices in the United States, Guam, and Kuwait. e2M specializes in environmental compliance, conservation and planning, restoration, engineering and information technology services to public and private sectors, with more than 90 percent of its clients representing the federal government.

In addition to supporting DOE Offices and Programs directly, the expertise and experience of this team is available to assist State and local agencies, as well as private industry, in complying with the NEPA requirements for the many Grants or Loan Guarantee programs as a third-party contractor. HDR has extensive experience working as a third-party contractor on numerous projects including power generation, transmission, water, facility, and transportation projects.

HDR HDR, Engineering Inc. a full-service environmental and engineering firm, offers the full spectrum of expertise needed to address the unique needs of each NEPA project using the services of integrated and highly specialized teams working together to meet project goals.
Battelle As a leading provider of science-based planning and communication support to federal agencies and industrial clients, Battelle has successfully completed hundreds of EISs, EAs, and other NEPA analyses for numerous federal agencies, including DOE.
LATA LATA, a service-disabled veteran-owned small business, has performed a variety of NEPA support projects and developed a strong sense of DOE/NNSA goals and expectations for its NEPA program over the past nine years.
LEI LEI, also a service-disabled veteran-owned small business, provides scientific, operational, and research support including NEPA implementation, health and ecological risk assessments, and environmental compliance.
