Developing and maintaining communities where people want to live, earn, play and learn requires an integrated, participatory approach. Local agencies are under pressure to do more with less, while still trying to recruit and retain businesses and residents. Federal funding programs and legislation related to energy efficiency, mobility, natural resource management and emissions reduction require cross-department and inter-agency collaboration.

While planning at the local level is important, the issues of mobility, energy, emissions, waste and natural resource management can only truly be resolved at the regional scale. Recent federal funding programs such as the Energy Efficiency Conservation Block Grant (EECBG) and HUD/DOT Livable Communities grant are reinforcing this trend and establishing a new standard for development of sustainable communities.
