John CraigVice President and Transportation Program Manager for Oregon Bridge Delivery Partners
John Craig is a vice president and transportation program manager in Salem, Ore. He previously spent more than 10 years as director of the Nebraska Department of Roads and as a member of the Nebraska Governor's Cabinet. Prior to that, John retired as a commissioned officer in the U.S. Army Corps of Engineers, where he had assignments and responsibilities in the United States and around the world. He is a past member of the Board of Directors of the American Association of State Highway and Transportation Officials; Board of Directors of the Intelligent Transportation Society of America; and the Executive Committee of the Transportation Research Board, U.S. National Academies.
John currently leads the Oregon Bridge Delivery Partners joint venture with HDR and Fluor. OBDP is tasked with repairing or replacing 365 bridges throughout Oregon as part of the Oregon Transportation Investment Act III State Bridge Delivery Program.

W.D. Baldwin, P.E.Northwest Traffic Lead
W.D. Baldwin's traffic expertise includes operations and safety, intelligent transportation system (ITS) planning and roadway maintenance engineering. Before joining HDR as the Northwest traffic lead, he honed his skills with the Iowa Department of Transportation as a Maintenance Engineer in the District 1 Office of Design and as the ITS Engineer in the Office of Traffic and Safety. W.D. applied this experience during development and implementation of the Work Zone Traffic Analysis (WZTA) tool for the Oregon Transportation Investment Act III State Bridge Delivery Program. The WZTA tool makes it possible to quickly perform multiple refined traffic analyses before beginning construction in a given area. The WZTA data has been a valuable asset for the Oregon State Bridge Delivery Program, minimizing traffic delays during construction and enabling access from any ODOT location through its web-based interface.

Brian Leshko, P.E.Vice President and Program Leader for Bridges and Structures Inspection, Management and Operations
Brian Leshko is a vice president and HDR's bridges and structures inspection, management and operations program leader. Like most of our bridge inspection team, Brian has extensive experience developing bridge plans and specifications. He has worked on geometry, steel and concrete superstructures, piers, abutments, foundations, retaining walls and sheet piling tieback walls for everything from pedestrian bridges to interstate highway structures. Brian uses his knowledge of structural design and analysis to provide clients a sound and thorough evaluation when conducting bridge and other structural inspections. He is a Certified Bridge Safety Inspector and former SPRAT-Certified Level I Rope Access Technician with extensive industrial rope access and structure climbing experience. Brian's portfolio includes field inspections of large and complex structures—such as boat locks, spillways, culverts, weirs, pump stations, tunnels, plate girder, arch, suspension, segmental concrete and various truss bridges—as well as bridge analysis and load ratings (by working stress and load factor methods), cost estimates, construction consultation and rehabilitation designs.
