At HDR, we have been providing Xcel Energy with full-time relay setting assistance for more than a decade on various types of substations. This includes a variety of voltages ranging from 13 kV to 500 kV, encompassing a variety of applications. We have done the setting work for both series and shunt capacitors, a variety of line protection schemes, reactor protection, bus protection and transformer protection.

The projects originate with our staff reviewing the general protection schemes and control wiring. Access to Xcel's master database allows us to operate as an extension of their staff by gathering data directly from their server. We then add the appropriate devices to their system model and coordinate all devices within the project, followed by extensive documentation and recommendations that we have for the system.

Project highlights include:

  • 500 kV series compensated line with a special protection scheme to bypass the series capacitor
  • 115 kV dynamic capacitor switching application
  • Substation entire protection scheme for a natural gas interconnection
  • Reviews in accordance with North American Reliability Standards (NERC) standards that studied the coordination between neighboring utilities and loadability requirements

The strong relationship we've developed in successfully augmenting Xcel Energy's staff has enabled us to work for all three Xcel operating companies.
