Access Utah County

With increased demand on Utah County's transportation network, the Utah Department of Transportation is undertaking five design-build projects along the Wasatch Front. The projects are consolidated under a single program management team known as Access Utah County. HDR is acting as an extension of UDOT's staff—providing project controls and design and construction oversight on all five projects—and ensuring the successful administration of the design-build contracts. Combining the projects under a single program umbrella provides for consistent communication and construction management. This approach also accelerates project design and construction since one team manages the contracts and contractor selection process.

HDR's multidisciplinary approach and diverse technical resources have helped UDOT streamline several processes throughout delivery of the Access Utah program. We helped UDOT establish a template for design-build procurement, acquire approximately 600 parcels on an accelerated schedule, promote public support and implement a thorough quality control program that centralizes construction documents and links all inspection information to a schedule item—an invaluable tool in the event of a claim.

On the design side, the Access Utah County program features only the second diverging diamond interchange constructed in the United States—Pioneer Crossing. Three of the five Access Utah County projects have been completed, and the remaining two are on schedule for completion in fall 2011 and spring 2012.
