Facing a strain on government services due to population growth and a limited base of revenue, Ada County embarked on the largest public-private partnership in the history of Idaho. The courthouse and administrative complex was the centerpiece of the development, with mixed-use and commercial development rounding out the monumental project. HDR was hired to lead the development and design of the 325,000-SF courthouse and administrative complex. The courthouse includes 34 courtrooms, nine jury deliberation rooms and two hearing rooms. All court functions except juvenile court are located in the courthouse. The administrative building houses the operation components of the county government and administrative functions.

The courthouse uses about 40 percent less energy than the average courthouse and was awarded the Environmental Protection Agency's ENERGY STAR award for its commitment to being energy efficient.
