Air Force Headquarters Air Mobility Command (HQ AMC)

HDR prepared the award-winning, electronic, enterprise "Sustainable Installation Plans" (general plans and area development plans) for four separate HQ AMC bases. This project involved a unique re-evaluation of the standard Air Force Instructions base plan template as applied to AMC. The goal was to anticipate how the Air Force "Asset Management Initiative" would interface with traditional base planning. At the direction of HQ AMC, HDR assisted in creating a new (enterprise) electronic planning template. This was done in a way that also served base capital programming and planning through the base planning process. An Enterprise Geographic Information System (ESIG) electronic template was fielded for the entire command and eventually populated with all AMC base SIPs. The SIP application organizes information in a manner that allows the commander to view the latest decisions and documentation. File information such as who is posting files and when (metadata), is available for all files stored within the SIP application, which will facilitate version control.

The mapping solution for the first phase of the SIP application is GeoPDF, which allows the user to view and print georeferenced maps and plans. GeoPDF provides a smarter PDF with latitude and longitude, ability to turn layers on and off, and ability to view GIS attribute data. The GeoPDF also provides redlining capability to users who have Adobe Acrobat Professional installed. These redlines can then be imported back into ArcGIS with the TerraGo Publisher for ArcGIS. The GeoPDFs are static maps and will be updated based on a frequency schedule determined by the client. The update frequency will take into account how often the source data changes in an effort to provide the commander with the most current picture available. The installation's staff is able to access, upload and print existing information from the SIP application to provide information to be used for presentations, briefings and decision making. Besides the electronic, enterprise Sustainable Installation Plan application template for HQ AMC, four specific AMC bases are getting updates to their Five Year Defense Program project list and maps. The project received an Honorable Mention in the Outstanding Federal Planning category at the 2012 Federal Planning Division Award Program.
