FEC Track and Bridge Asset Management
To enhance its budget planning process and better gauge the level of annual investment necessary to maintain its infrastructure, Florida East Coast Industries (FEC) contracted HDR to perform an independent review of its track and bridge infrastructure along the FEC Railway. A sampling of 19 bridges was selected for inspection, representing six different bridge types and comprising roughly 25 percent of the total linear feet of bridges on the FEC Railway. We also inspected all of FEC Railway's main line (approximately 370 miles), as well as all branch lines. Yard facilities were assessed by sampling enough locations within each facility to gain a clear picture of the yard's overall condition.
We formulated a 10-year maintenance plan and financial analysis for the railway's bridge inventory and also made recommendations for FEC's Track Capital Program. Knowing that FEC was looking for a manageable working document to view all facets of its track and bridge assets, the inspection team prepared electronic databases to display projections and supporting data. The asset management database aided HDR in selecting a recommended course of action and assisted FEC in its decision-making process by including both engineering and financial data in one electronic format.
