JAXPORT Talleyrand Marine Terminal

The Jacksonville Port Authority's (JAXPORT) Talleyrand Marine Terminal features 4,780 linear feet of berthing for containers, breakbulk, liquid bulk and automobiles. JAXPORT called upon HDR to help with repairs to Talleyrand's Cargo Dock 6, which experienced the failure of a 45-year-old bulkhead. In addition to analysis and design services, we provided construction management and administration support. A design-build approach with the contractor on-site helped expedite the repairs.
It was imperative to stabilize soil movement during construction. The bulkhead, with a retained height of 36 feet, was located directly beneath the shore crane rails of the operating terminal, which could not be impacted by construction. We also had to protect a primary 78-inch recirculation pump municipal wastewater treatment outfall that discharged through the bulkhead and was no longer being supported by the failed structure. Detailed analysis allowed for a single-phase construction effort that included removal of nine concurrent primary battered pile dock support piles. Tenant and dock operations were maintained throughout construction.
