As part of a joint venture with Jacobs Engineering Group, Inc. and Kwame Building Group, Inc., HDR performed program management and construction management for the Port Authority of Allegheny County's North Shore Connector Project. This project extends light rail transit service from the existing Gateway Center Station in the Golden Triangle through a bored tunnel under the Allegheny River to the North Shore terminus, a distance of approximately 1.4 miles. It includes dual bored tunnels (slurry pressure balance, cut-and-cover tunnels) two underground stations, an aerial structure, one aerial station and all related systems and finishes.

As the program manager/design manager/construction manager, HDR was responsible for all aspects of the overall program and construction management, including:

  • Helping owner acquire Federal Transit Administration funding
  • Preparing information for executive board actions
  • Design direction, reviews and estimates
  • Independent estimates for design and construction
  • Expert technical consultation, negotiation of estimates and change orders
  • Construction management and inspection
  • Coordinating with stakeholders and local/state agencies
  • Value engineering
  • Risk analyses
  • Safety oversight, quality assurance reviews, invoice reviews, requests for change/change claim review and processing
  • Organizing project meetings
  • Scheduling, project controls and document control

The new light rail extension links Pittsburgh's vibrant downtown to the North Side, which is home to PNC Park, Heinz Field, the Rivers Casino and other attractions. Construction began in 2006 and was completed on schedule and under budget in April 2012.
