Risk Management for U.S. Customs and Border Protection
HDR is providing risk management and analysis support for the U.S. Customs and Border Protection (CBP) land port of entry capital program. This is a five-year design and rehabilitation program for over 30 facilities around the country to make them state-of-the-art. The types of facility improvements include replacing and expanding existing structures and environmental remediation. The estimated cost of these improvements is well over $1 billion. Our role in the project involves development of a risk management and tracking system to assist field offices in decision making and contract management, as well as program management oversight.
To this end, HDR created a database of all project and program risks for the program manager, providing support on the identification and tracking of risks, automation of reporting on risks, and providing cost and schedule risk analysis support. This project helped us develop a deeper understanding of the costs, risk and security issues associated with design improvements for new and upgraded facilities, including work at San Ysidro and Otay Mesa in California. We also furthered our understanding of state-of-the-art facility design standards, technological alternatives and the uncertainties in implementation cost and schedule. HDR is proud to have established a close working relationship with the CBP and its facility implementation program.
