HDR prepared a Task Force Compound Master Plan at Camp Lemonnier, Djibouti, for NAVFAC Atlantic. The plan provided an orderly development and implementation plan, phasing plan and the necessary project programming documentation. This effort was required for a specific mission to be located on a parcel of land which will be referred to as the Special Operations Forces (SOF) Task Force Compound. The development plan included a mix of facility types and sizes comprised of utility improvements, airfield operations and maintenance facilities, command control, operations and administrative facilities, quality-of-life facilities, industrial facilities, personnel berthing facilities, aircraft parking and vehicle parking. The SOF Task Force Compound is envisioned to support between 500 and 550 personnel at steady‐state with a surge capability to support 1,000 to 1,200 personnel. A list of facility types along with the scopes and programming cost estimates was prepared. Emphasis was placed on looking beyond current planning methodologies to develop innovative solutions to provide end‐state facilities. Such solutions included permanent construction, K‐Span structures, pre‐fabricated structures (e.g. containerized buildings) and structures erected using Navy Seabee labor forces.
