Western Rail Yards Development Project Environmental Impact Statement
Related Properties and Goldman Sachs are leading a joint venture project to develop mixed-use space over the western section of Long Island Rail Road's John D. Caemmerer Yard, and permanently affordable residential development at two city-owned housing sites. The proposed 6-million-square-foot development includes retail space, residential units, a public school, open space, accessory parking and either office or hotel commercial space. HDR managed preparation of an Environmental Impact Statement (EIS) in conformance with the New York State Environmental Quality Review Act and New York City Environmental Quality Review requirements for construction of this project.
This unique project is being developed over a 13-acre railroad site. Commonly referred to as the Western Rail Yard, the site provides storage for 386 train cars on 30 tracks and a number of other facilities, such as a railroad interior cleaning facility. Development of this site is a particularly complex endeavor because it requires constructing a deck over the active rail yard while allowing the facility to continue maintenance services and operational service to Pennsylvania Station and the Long Island commuters. The EIS is a crucial component of the development process as this project is being planned to incorporate a number of sustainable features, including energy and water conservation measures that will facilitate LEED Silver accreditation.
