Senior Air Quality Specialist

Ed Liebsch is a senior project manager and technical leader for our air quality practice. He performs and oversees dispersion modeling of air pollution; preparation of air quality permit applications; development of facility permitting strategies and regulatory evaluations with respect to local, state and Federal air pollution regulations and statutes (Clean Air Act); and preparation of air quality analyses under National Environmental Policy Act (NEPA) and state environmental review programs.

Ed enjoys applying his meteorology education to a variety of challenges at HDR, including occasional weather forecasting, climate science and dispersion modeling problems requiring creative solutions. One of Ed’s more significant accomplishments was being selected as a Charter Senior Professional Associate when HDR initiated the professional associate program in 1996.

Ed has often presented at conferences and workshops outside of and within HDR, especially concerning electric utilities. He has been a key speaker on new regulatory developments at internal HDR workshops and at conferences sponsored by the Rocky Mountain Electrical League.
