Compliance Monitoring Practice Continues to Grow as an Invaluable Resource

Our Compliance Monitoring Practice is built upon our relationships, reputation and resources. The Compliance Monitoring Practice is a group of specialists who conduct resource protection, environmental training and construction, and best management practice compliance at active construction and/or work sites.

The Practice grows each year as project managers, client development leads and market sector leads are informed of the service. The Practice assists clients with managing risk of permit compliance and schedule delays during construction.

The Practice has excelled in client service and technical service with working in different ecosystems, different resources and different types of projects, as summarized in this U.S. Customs and Border Protection project.

U.S. Customs and Border Protection

For more than eight years, we have been a preferred provider for environmental compliance monitoring services to the U.S. Department of Homeland Security and U.S. Customs and Border Protection (CBP). Services provided to CBP follow activities from the planning stages to restoration.

Prior to construction, we assist CBP with developing appropriate mitigation for unavoidable impacts on threatened and endangered species and negotiating mitigation with U.S. Fish and Wildlife Service (USFWS). When appropriate, we develop programmatic agreements between CBP and southern border states to streamline CBP’s compliance with Section 106 for maintenance and repair of existing infrastructure. We provide this valuable client with the development of best management practices (BMPs) to avoid environmental impacts in the various ecosystems that occur across the desert Southwest.

These BMPs, developed from desktop reviews and pre-construction surveys, include specific steps for the mitigation of potential impacts that could occur to sensitive resources, such as threatened and endangered species, water resources, archaeological resources and historic sites. We coordinate review of the BMPs with CBP, USFWS, the State Historic Preservation Office (SHPO) and other relevant agencies.

We have provided CBP with this comprehensive suite of compliance planning, training and monitoring services for biological and cultural resources in the Southwest since 2008. These activities have included maintenance and upgrades of its tactical infrastructure, replacement of sections of border fence, road maintenance and vegetation clearing, as well as new road construction, tower construction and tunnel remediation. In the last several years, work has been conducted at numerous project sites in Texas, New Mexico, Arizona and California. As such, our professionals from our offices in San Diego, California, Englewood, Colorado, Albuquerque, New Mexico, Dallas and Spring Branch, Texas, and Plymouth Meeting, Pennsylvania, continue to contribute to an excellent track record of exceptional environmental support services for this client.
