Senior Coastal Project Engineer

Neil leads multi-disciplined teams which address complex design and environmental issues along the Texas and Louisiana Gulf Coast. He has nearly 40 years of coastal engineering experience taking on a gamut of tasks including design, project management, environmental enhancements and public outreach.  

He is particularly proud of working with diverse teams on the multi-year Port of Houston Channel Development Project and a federal feasibility study to deepen the Brownsville Ship Channel for the Brownsville Navigation District Channel Improvement Project. Earlier in his career, he worked for the U.S. Army Engineer Research and Development Center and the U.S. Army Corps of Engineers, Galveston District where he served as operations project manager for 423 miles of the Gulf Intracoastal Waterway in Texas.   

Neil has published over 40 technical papers on dredging, dredged material placement, wetlands creation and coastal processes.
