Evaluating Benefits of Non-Structural Measures in Flood Risk Management Feasibility Studies
The California Department of Water Resources 2017 Central Valley Flood Protection Plan Basin-Wide Feasibility Studies project team is considering non-structural measures to mitigate residual flood risk — risk that remains after structural measures are implemented. The study's goal was to develop a systematic, repeatable and rigorous approach for assigning the appropriate non-structural measure to a given structure and evaluating the benefits of that measure. The information will be used to compare alternatives and inform Basin-Wide Feasibility Studies plan formulation.
