HDR Promotes Ken Smith to Lead Transportation Program Management

Ken Smith

HDR has promoted Ken Smith, P.E., to transportation program management director. Previously a principal project manager of large, complex infrastructure programs, Smith will lead development and delivery of HDR’s program management practice, including expanding technical service capabilities and recruiting and developing key staff to serve the transportation market. Based in the firm’s Phoenix office, Smith has been with HDR since 1997.

“Fundamental changes in how we deliver transportation infrastructure are afoot,” Smith said. “These changes are making it possible to enhance partnerships and manage risks in ways that reduce infrastructure life-cycle costs. Channeling HDR’s substantial technical expertise through our program management practice will enhance our ability to help owners deliver their most sophisticated programs.”

Smith’s more than 30 years of industry experience has included projects across the transportation spectrum, from freeways and bridges to freight rail and transit. He recently served as project principal supporting development and implementation of Arizona Department of Transportation’s statewide public-private partnership program.

Smith’s work is helping ADOT deliver its $1.8 billion South Mountain Freeway project using a P3 structure that shaved three years off construction and more than $120 million from overall costs. Smith’s leadership also contributed to Denver’s $2 billion Eagle P3 commuter rail project, where he served as project principal for project delivery. And his role as procurement senior adviser for the $4.5 billion SR 520 floating bridge outside Seattle earned him a “Golden Pontoon” award from the Washington Department of Transportation.

“Ken’s leadership in adopting and implementing alternative delivery and innovative procurement strategies is helping agencies deliver infrastructure more efficiently and effectively,” said Brent Felker, group president, Transportation. “He has a talent for partnering with our clients to develop custom approaches and full-service teams to streamline project delivery and improve overall program management. I look forward to working with Ken to grow and shape our practice to provide the critical services needed to help our clients achieve their goals, improve mobility and access, and enhance the quality of life in their communities.”
