Phoebe Percell Named HDR's Senior Technical Advisor for Dam and Civil Works

Phoebe Percell, P.E., has been named senior technical advisor for dam and civil works, based in HDR’s Denver, Colorado office.

In her new position, Percell will help lead the expansion of HDR’s structural engineering analysis and design capabilities with a focus on concrete dams, spillways and outlet works. Her risk analysis background will be utilized to further expand HDR’s risk analysis team for work required by the Bureau of Reclamation, the U.S. Army Corps of Engineers, and projects under Federal Energy Regulatory Commission regulations.

A professional engineer, Percell has 16 years of experience with Bureau of Reclamation working on water resource and dam projects. As the deputy director of security, safety, and law enforcement, Percell managed the programs of dam safety, security, safety and occupation health, emergency management, and law enforcement for reclamation. In addition to her design and analysis work on reclamation dams, she led development of risk analysis methodologies for concrete dams, spillways and outlet works. 

Percell serves on the board of directors of the United States Society on Dams. She also chairs the organization’s newsletter committee and has been a major contributor to the earthquakes committee, furthering the science of structural analysis in dam engineering and risk informed decision-making. She holds a bachelor of science degree in civil and mechanical engineering and a master of science degree in structural engineering, both from the Colorado School of Mines in Golden, Colorado.
