HDR to Lead Treatment-Focused Design of Ventura County Jail Expansion

The county of Ventura, California, has selected HDR and Sletten Companies as a design-build team for the Ventura County Todd Road Jail Health and Programming Unit. The new facility will provide 64 beds and 47,719 square feet of programming space, enabling the county to implement essential programs and cognitive behavioral therapy to inmate-patients with medical and mental health needs.

Adjacent to the existing HDR-designed jail facility and connected through a secure corridor, this expansion offers a more holistic approach to treatment in a therapeutic healthcare environment that is safe and secure for both staff and inmates. The expansion will offer the best possible programming and treatment that fortifies the continuum of care, both within the facility and through release and re-entry into the community.

"The Health and Programming Unit will play a key role in providing for the Constitutional level of medical and mental healthcare to inmates," said HDR Design Principal Paul Nagashima. "The design creates a humane, therapeutic environment for inmate-patients and staff, providing ample natural light, fresh air and views while providing a facility that is safe, secure and efficient to operate."

HDR will provide full architectural and engineering services, with estimated completion in 2021. Groundbreaking is scheduled for March 6. A critical component to the success of this project is the strong partnership between HDR, Sletten Companies and the county. "The county of Ventura and the sheriff’s department are valued clients," Nagashima said. "Our relationship goes back to the 1990s when we did their needs assessment and designed their existing facility."

"Being proactive and engaging clients ensures a project’s success," said HDR Project Manager Paul Chastant. "Our design-build team pairing with Ventura County has seamlessly created a complete collaboration. As a result, the project, which is planned to provide specialized medical and mental healthcare, will be a huge success. Its history will be one to use as a reference well into the future."
