HDR Developing Actionable Plan for Increasing Electric Vehicle Readiness in Steamboat Springs
The City of Steamboat Springs has hired HDR to develop an Electric Vehicle Readiness Plan.
The purpose of the plan is to encourage EV adoption by citizens and fleet operators by identifying barriers and developing actions items to remove them. The ultimate goal is to reduce greenhouse gas emissions.
HDR’s team brings deep experience with emerging technology, zero emissions vehicles and strategic communications. Adoption of electric vehicles requires consideration of a variety of factors, including not just infrastructure but also workforce needs.
“Each community’s needs are unique, and there is no one-size-fits-all Electric Vehicle Readiness Plan,” said Jim Hanson, HDR project manager. “We are excited to be on the cutting edge with the City of Steamboat Springs.”

The study will survey local residents, identify hurdles to more widespread adoption and prioritize actions that will lead to more electric vehicle use in the city. Steamboat Springs recently completed a study that found that the primary CO2 source that increased emissions from 2005 to 2018 was transportation. The city has made that issue a priority in conducting this study. Another important supporting element will be an equity analysis that identifies traditionally underserved and disadvantaged populations and their needs. This information will be incorporated into the vision and goals of the readiness plan, so that mobility and access are available to all.
The work requires electric vehicle experts with transportation planning and utility power transmission/distribution experience, along with experts in clean transportation technologies. When the plan is complete, Steamboat Springs will have a holistic Electric Vehicle roadmap that identifies actionable strategies that are scalable and build upon each other.
