HDR Selected as Project Engineer for New Bulk Liquids Terminal in Port Arthur, Texas
USD Group, LLC is developing a new bulk liquids terminal in Port Arthur, Texas, and HDR has been selected by the engineering, procurement and construction contractor to lead engineering and design. The selection deepens HDR’s role in the project following its completion of a front-end engineering design study and the basis of design for project development.
The Port Arthur terminal site will feature a rail terminal capable of unloading heavy crude oil from unit trains and receiving diluent from pipes or barges accessing the site’s marine terminal on the Sabine-Neches Waterway. The terminal site will also include three storage tanks, and capabilities to blend heavy crude and diluent to pipeline grade. The pipeline grade product will be delivered to barges via the marine terminal or to a local refinery via the new bi-directional pipeline.
“We’re excited to continue our work with USD on the Port Arthur terminal site,” said Kimberly Marris, HDR deputy project manager. “We’ve brought in a multidisciplinary technical team with experts ranging from civil and rail to fire protection and structural engineering to prepare issued-for-construction work packages. We’ll also provide support for construction-related permitting and engineering during construction.”
The project is slated for completion in the second quarter of 2021.
