Andrew Osborn Joins HDR as Middle East Director of Advisory Services

Bringing more than 16 years of experience leading large-scale and complex infrastructure projects across the Middle East, Europe and North America, Andrew Osborn has joined HDR as a principal consultant in the transportation practice and Middle East director of advisory services. 

“In the Middle East, there is an ever-growing pipeline of opportunities and clients with a vision for complex and innovative transport solutions,” Osborn said. “I am looking forward to working with the truly talented and renowned specialists from across the HDR network to exceed the complex and ambitious client requirements.”

Based in the United Arab Emirates, Osborn will focus on the commercial and transportation sectors, leveraging HDR’s global expertise to provide tailored solutions for agencies across the Middle East. He will help teams develop the up-front strategy and business cases that enable an effective transition from infrastructure planning to procurement and implementation.

With expertise advising on all modes of transportation, Osborn has led technical and commercial teams in the development of implementation strategies, project delivery plans, financial modeling, and business cases. He has also led multidisciplinary teams of commercial, technical and legal advisors on iconic highway projects in the U.K. 

He has supported bidders and public sector teams through competitive procurement processes and helped build regional support for projects through extensive public consultation. Before joining HDR, Osborn worked on the 2,000-kilometer Saudi Land Bridge rail mega-program that HDR has been involved with since June 2020. He led the commercial advisory team consulting on railway operations strategy and was involved in the development of a proposed implementation, phasing, and procurement plan.
