Joe Riley Joins HDR to Lead Transportation Practice in Pennsylvania, Ohio and West Virginia

Joe Riley, P.E., has joined HDR as our area transportation manager for Pennsylvania, Ohio and West Virginia.

Based in our Philadelphia office, Riley will partner with the transportation teams throughout each state to provide our clients with solutions to their toughest challenges. He will coordinate appropriate staff and resources, oversee key projects, and strengthen client relationships across the transportation market in the area to offer diverse services that meet the mobility needs of the communities our clients serve.

“I’m excited to collaborate with the HDR transportation teams and clients across each state. Growing the HDR transportation practice and ensuring that we continue to provide our clients with high-quality deliverables are top priorities,” said Riley.

HDR has a long history of successful and impactful work in the PA/OH/WV area, including providing on-call engineering services for the Philadelphia International Airport and helping develop the Greater Cleveland Regional Transit Authority Strategic Plan, the Pittsburgh International Airport Terminal Modernization Program and the innovative Liberty Bridge Rehabilitation.

With more than 30 years of structural engineering, bridge and highway design experience, Riley has continued to advance his expertise by developing leadership skills related to managing transportation practices. Prior to joining HDR, he led the Mid-Atlantic structural excellence center for his previous firm, responsible for staff and resource and coordination for a wide variety of transportation projects. Riley has helped lead projects from preliminary engineering through final design for the Pennsylvania Department of Transportation, Pennsylvania Turnpike Commission, Delaware River Port Authority, Delaware River Joint Toll Bridge Commission, Virginia DOT, Georgia DOT and the South Jersey Transportation Authority.

“Joe’s holistic transportation experience and established relationships in the region will help connect with our clients and take advantage of new opportunities from the Infrastructure Investment & Jobs Act,” said Eli Khoury, HDR’s East region transportation director. “He will align our staff and full project life cycle service offerings to create solutions that meet the most challenging problems our clients are facing today.”
