Principal Hydrologic Engineer
David is a renowned technical advisor in hydrologic engineering to our staff and clients worldwide. His more than 40 years of experience in the field provides a deep understanding of what has worked and what has not. His connection and collaboration with university researchers give him unique insight into ongoing efforts to enhance analysis methods. And his broad knowledge of civil engineering enables him to identify useful developments in related areas that can be exported to hydrologic engineering.
David is frequently called upon to provide independent technical review of reports prepared by our staff, clients and other consultants for our clients. He has been a member of independent external review panels for recent U.S. Army Corps of Engineers’ dam risk reduction studies. He is also in demand as a planner/designer and facilitator of expert opinion elicitation sessions.
Following a decade working at the USACE at the Hydrologic Engineering Center, David founded his own firm in 1990, which was acquired by HDR in 2018. The firm developed a reputation as a leading provider of hydrologic engineering services and technology transfer in the field. He received the American Society of Civil Engineers’s Environmental and Water Resource Institute’s Julian Hinds Award for his contributions to systems analysis and ASCE’s Sacramento section’s David R. Kennedy award for contributions to water resources management in California.
David was selected by the American Institute of Hydrology as the 2020 Ray K. Linsley Award recipient for his career efforts to bring the best hydrologic science to bear on hydrologic engineering problems.
