Giving back to others drives Heather’s passion to develop and implement innovative solutions. She integrates them with a community’s values to maximize the benefits of major infrastructure projects. 

Serving as our federal transportation director, Heather facilitates collaborative business and staff development, and manages operations support and strategy implementation for projects and teams throughout the program.

Heather combines her well-rounded experience and detail-focused approach to help our clients and professionals set new precedents industry-wide. She provided program management services for some of our highest-profile projects, including the Oregon Department of Transportation’s State Bridge Delivery Program, and the record-breaking SR 520 Bridge Replacement and HOV program in Washington. Heather is currently providing leadership as one of two HDR Joint-Venture Board members for a five-year, $50 million JV contract to provide nationwide technical services and research support for the Federal Highway Administration’s Long-Term Bridge Performance Program.

An active industry advocate, Heather serves on the board of the Portland Oregon Women’s Transportation Seminar chapter and the Oregon American Council of Engineering Companies Legislative Committee. She also contributes to several Transportation Research Board Advisory Panels with a range of focuses, from community visioning to sustainability.
