Kenneth Smith, P.E.
Director, Transportation Program Management
Equipped with nearly 40 years’ experience, Ken knows first-hand that innovative thinking and approaches can generate significant life-cycle savings across all types of transportation infrastructure. It drives his keen ability to assemble the right team with a proven and diverse skillset to help manage and deliver large mega-projects and programs. Ken is an advocate for leveraging alternative delivery methods and maximizing public-private partnership opportunities to improve the reliability and cost-effectiveness of mega-project delivery in communities where the need and demand is high. His focus on efficient project delivery and value for public money provides public transportation agencies the opportunity to take their programs further than traditional delivery can provide.
Ken has held leadership roles on more than 10 mega-projects, each valued greater than $1 billion. Recently, he helped the Arizona Department of Transportation create and launch a P3 program to facilitate the accelerated delivery of transportation projects. Through his diligent support and trusted perspective, we were able to continue our partnership as program manager on the first high-profile P3 project in Arizona, the $1.7 billion South Mountain Freeway. Ken’s work on another precedent-setting project earned him the Golden Pontoon Award from the Washington Department of Transportation for the SR 520 floating bridge project.
As these landmark projects develop, Ken is simultaneously driven to empower and mentor in-house staff. He lends his enthusiasm for collaborating across markets and regions to impart the benefits and value of program management services.
Ken is a board member of the American Road and Transportation Builders Association’s P3 Division. In addition, he regularly gives presentations to a diverse range of organizations regarding program management, project delivery and P3s.
