Fred leads our transportation and freight rail economics initiatives in Western Canada from his base in Victoria, British Columbia. His work focuses on improving the efficiency, reliability, and competitiveness of major trade corridors, particularly those connecting Canada to global markets.
He is an experienced economist and project manager with deep expertise in transportation economics, policy analysis, and infrastructure planning across North America, bringing his skills in benefit-cost analysis, business case development, and risk assessment to help public and private sector clients make informed, data-driven investment decisions.
Having successfully managed and delivered complex economic analyses and funding applications that have secured hundreds of millions of dollars in public infrastructure investment, his portfolio includes major projects with the Vancouver Fraser Port Authority, Port of Prince Rupert, and multiple Class 1 railways, as well as studies addressing critical capacity constraints, rail network optimization, and supply chain resilience.
Known for his collaborative approach, Fred regularly leads multidisciplinary teams and engages stakeholders across industry and government to develop practical, high-impact solutions. His work integrates economic, environmental and social considerations through a triple-bottom-line lens, delivering infrastructure investments that have long-term value to communities and the broader economy.
