Special Operations Working Accommodation (SOWA) is a major Department of Defence investment that strengthens the capabilities of Australia’s counter-terrorist forces at Tobruk Lines, Holsworthy Barracks. HDR, in joint venture, delivered the design development and documentation of both new and refurbished facilities at Tobruk Lines.
The completed precinct maintains a strong integrity, image, and identity while maximising operational efficiency through the careful and rational location of user group facilities. The design fosters a strong “sense of place,” supporting interaction between user groups and enhancing quality of life through an attractive and functional working environment.
Substantial landscaping integrates with the precinct, creating well-designed open spaces and clear movement corridors that improve the visual legibility of the site. The solution is cost-effective and energy-efficient, tailored to local climatic conditions, and meets the Ecologically Sustainable Development performance targets required by the Department of Defence, facilitating the precinct continues to serve Defence operations effectively today.
