Los Angeles faces some of the nation’s most complex water challenges, prompting LADWP and LA Sanitation and Environment to pursue one of the world’s most ambitious potable reuse programs. This session brings together two industry leaders to discuss how strong, well-structured partnerships across city departments and regional agencies are essential to making that vision real. It will also introduce the program management framework from WRF 5196, designed for organizations to build and sustain high-performing partnerships.

9:30-9:55 a.m. | Starting from Scratch: Anne Arundel County’s Journey to WateReuse – Crafting New Legislation for Maryland

Anne Arundel County sits along the Chesapeake Bay and, despite Maryland’s abundant water resources, relies entirely on groundwater for its public water supply while managing stringent TMDL requirements across seven Water Reclamation Facilities. To strengthen supply resiliency and reduce nutrient discharges, the County is pursuing Managed Aquifer Recharge through new state legislation. Because Maryland previously had no regulatory pathway for groundwater injection using reclaimed water, the County worked with the General Assembly to establish the necessary laws and regulations.

This presentation highlights the full findings of Water Research Foundation Project 5196, the water sector’s first comprehensive study on One Water program management. Attendees will learn about the practical, adaptable framework and the accompanying Guidance Manual, which documents more than 120 best practices. The session will also feature how LADWP is applying select best practices to advance Pure Water Los Angeles.
10-10:25 a.m. | Navigating a New Frontier: Advancing Potable Reuse Under Arizona's New AWP Rule

Tucson Water is advancing one of Arizona’s first Advanced Water Purification programs under newly revised state regulations for potable reuse, requiring close coordination with partner utilities for access to and control of source water, as well as regulatory compliance. To meet extensive regulatory requirements and a tight Bureau of Reclamation funding timeline, the utility is using a PDB/OMAR delivery approach to foster collaboration and accelerate the schedule. This presentation provides a roadmap for navigating similar challenges, highlighting lessons learned in regulatory coordination and compliance, collaborative delivery, and executing federally funded projects.
