As highways and roads director, Victoria sets the vision and direction for the growth and delivery of our expansive highways program. She is responsible for more than 3,500 global highway employees who provide their expertise to departments of transportation, toll facilities, municipalities and other roadway infrastructure owners worldwide.
Before joining HDR, Victoria served as executive director of the Transportation Research Board (TRB), one of the four research centres of the National Academies of Sciences, Engineering and Medicine. There, she led an organization dedicated to identifying, delivering and promoting research into addressing the most pressing challenges of the transportation industry. Before that role, she led the New Hampshire Department of Transportation, preceded by a decade at the Massachusetts DOT. She also served as president of the American Association of State Highway and Transportation Officials.
Victoria’s background in public sector agencies has given her an understanding of the challenges that infrastructure owners face. She is known throughout the roadway industry as a leader and champion for transportation. Her ongoing and enthusiastic participation in industry associations is part of her commitment to spreading best practices and learning from colleagues and peers across the globe to improve transportation.
