Director, Transportation Cross-Sector Development
As our transportation cross-sector development director, Janet leads the growth of our cross-sector consulting services practices, contributing to the successful planning, design and delivery of projects. She works with a team of directors spanning a broad cross-section of infrastructure consulting — economics and finance, environmental sciences, geospatial and information systems, geotechnical, procurement, project controls, real estate and right-of-way, strategic communications, sustainability, transport architecture, value engineering and risk management, and visualization. Whether it’s a new sustainability plan, passenger rail extension or airport terminal, she helps our clients address challenges surrounding the development and design as well as the construction and management of infrastructure programs, including protections for vulnerability and resiliency.
A first-generation Mexican-American, she advocates for connecting under-represented populations to programmatic transportation infrastructure. And her passion stems from her drive to build stronger communities.

Prior to her current role, Janet served as our sustainable transportation director helping clients and communities address challenges surrounding infrastructure vulnerability and resiliency in social, economic and environmental contexts. In addition, she worked with many client communities to create innovative and customized transit programs to serve their unique mobility needs and enhance their quality of life. Janet brought her expertise to many significant projects including the Tucson Modern Streetcar Program and sustainability plans for Dallas Area Rapid Transit and the city of Corpus Christi, Texas.
In 2015, Janet was nominated and selected to be on Mass Transit’s 40 Under 40 list. She is a board member for Greenroads Foundation and Women’s Transportation Seminar. She also serves as chair for the American Public Transportation Association Sustainability Committee and is on the board of directors.
