A Foundation for Safe, Sustainable and Thriving Communities

The Think Blue Infrastructure Program is a comprehensive initiative created by the City of San Diego’s Stormwater Department (SWD) to upgrade and improve stormwater infrastructure. Its goals include protecting homes and businesses from flooding, improving water quality and restoring local waterways, and promoting long-term environmental sustainability for San Diegans. 

HDR was contracted to support overall planning, management and design of the growing Stormwater Capital Improvement Program. Many of the projects stem from existing concept designs and/or the product of one or more of the Watershed Master Plans, Integrated Drainage Engineering Analysis or other stormwater planning studies. 

Think Blue is generally defined as SWD’s Program, with an initial focus on projects funded through the Water Infrastructure Finance and Innovation Act between 2022 and 2027. 

To manage the program effectively, a Program Management Office was established, integrating City staff and design professionals into a cohesive team. The program is guided by four core principles — accountability, safety, quality and equity — which also shape its messaging and public outreach efforts. 

Metrics for tracking success include project delivery, investment in stormwater improvements and contribution to climate action strategies. Regular reporting, public communications and media events will inform stakeholders about the program’s progress and achievements, helping build trust and demonstrate the program’s impact on the community.

As with any large infrastructure program, establishing a clear, shared vision is essential for effectively guiding everyone involved. Think Blue is a collaborative, multidepartmental effort, and establishing a cohesive vision statement for all team members to rally around is critical to the program's success.
