HDR Promotes Scott Jarvis to U.S. West Region Program Management Lead
Scott Jarvis, a seasoned leader in delivering complex transportation programs, has been named HDR’s United States West region transportation program management lead.
Based in Sacramento, California, Jarvis will bring together knowledge and expertise from across HDR’s program management practices to deliver multidisciplinary programs across all transportation markets in Alaska, Arizona, California, Hawaii, Idaho, Montana, Nevada, New Mexico, Oregon, Utah and Washington. He will be responsible for addressing the unique needs of these diverse areas while supporting consistent, high-quality program delivery for clients.
Jarvis has nearly four decades of experience leading major transportation and public infrastructure programs, including large-scale progressive design-build and public-private partnership efforts valued in the billions of dollars. His background includes managing capital programs across multiple areas, leading multidisciplinary teams and shaping strategic approaches to program delivery. Prior to joining HDR, Jarvis held senior leadership positions with the California High-Speed Rail Authority and Caltrans, where he directed statewide programs and developed a deep understanding of the challenges involved in delivering public infrastructure projects.
“What I value most is the opportunity to collaborate with clients and teams to navigate challenges and deliver infrastructure programs that create long-term value,” Jarvis said. “I’m excited to build strong program management teams that support clear decision making, effectively manage risk, and help large, multidisciplinary programs succeed.”
The program management practice that Jarvis will lead encompasses a wide range of services that HDR provides, including transportation program management, engineering design, project controls and expertise in environmental, safety, utilities, architectural, systems, facilities, traffic engineering and other disciplines.
“Scott is a trusted leader known for navigating complexity and delivering results on some of the largest infrastructure programs in the country,” said HDR Transportation Program Management Director Miloš Vasiljević. “His forward-looking perspective and collaborative leadership will continue to strengthen HDR’s program management practice across the West and deliver meaningful value for clients.”
