As transportation agencies seek to expand passenger rail service, many are turning to existing freight rail corridors to connect growing communities and improve mobility. But decisions made during planning have lasting impacts on project costs, operational flexibility and service reliability. HDR's Anna Lynn Smith, AICP, is a transportation planner and passenger rail specialist who currently manages the preliminary engineering and environmental phase of the $1.38 billion Charlotte Area Transit System Red Line project in North Carolina. Drawing on experience across commuter rail, intercity rail and high-speed rail programs, Smith discusses how early planning decisions can shape project outcomes well before design begins.
In the interview, Smith examines how agencies can evaluate freight corridors for passenger service, determine when corridor ownership offers the greatest value, and develop productive partnerships with freight railroads. She also highlights how strategic investments such as additional track capacity, passing sidings, and upgraded signals can support both passenger and freight operations.
“From my experience, the strongest shared-corridor projects begin with thoughtful planning, engage rail partners early and remain focused on practical implementation,” Smith said. “When agencies take that approach, existing freight corridors can become an important tool for expanding passenger rail service and creating new mobility opportunities for the communities they serve.”
