As chief strategy officer, David leads several corporate groups including strategic planning, corporate relations, corporate marketing services and corporate communications. He implements and drives the overall corporate strategy that shapes HDR’s global services and supports the firm’s employee ownership model.

David became our chief strategy officer in 2020 after serving as water business group president for six years. He joined HDR in 2003 as a project manager with experience in environmental systems management, environmental engineering, water resources management, and environmental and occupational training. He has worked with both public and private sector clients in the United States and has supported projects globally during his career.

Since joining HDR, David has worked as an area manager, regional business group director, market sector director and business group president. He understands all aspects of what it takes to develop and deliver solutions for our clients’ most critical needs. 

Prior to joining us, David worked with the U.S. Army Corps of Engineers, where he started as an intern and worked in several divisions before entering private consulting. He also worked for three years as an adjunct professor in the California State University system teaching applied engineering applications in the Computer Science Department. 

In all, David has over 25 years of experience with domestic and global operations and project work, where he has demonstrated a passion for quality, professional development and business excellence.

David earned a Bachelor of Science degree in environmental engineering from California Polytechnic State University, San Luis Obispo, and a Master of Science degree in civil engineering from California State University, Sacramento, California.
