HDR Names David Black Government Relations Director

Transportation Industry Veteran to Lead Policy Engagement for Employee-Owned AEC Firm

HDR has hired David Black as government relations director. Black joins the employee-owned architecture, engineering and consulting firm after more than 20 years at Union Pacific Railroad, where he most recently served as senior director of public affairs. He succeeds Rex Fisher, who retired after 15 years leading HDR’s government and civic affairs arm.

During his tenure at Union Pacific, Black held a series of leadership roles, including director of Washington affairs, where he led engagement on federal policy and government relations issues. He also served as director of Gulf Coast Ports, acting as the company's liaison with more than 30 deep-water and inland ports, and later led energy marketing and sales for a diverse portfolio of public and private sector customers.

In his new role, Black will help guide HDR's engagement on public policy, regulatory and stakeholder issues affecting transportation, water, energy and infrastructure development at all levels of government.

Black earned a bachelor's degree in marketing and political science from Creighton University and master's degrees from Johns Hopkins University and the University of Notre Dame.
