HDR-Designed OC San Headquarters Selected as Winner of the Year in FRAME Awards 2025

Orange County Sanitation (OC San) District's Headquarters Complex has been selected as the Winner of the Year in the Governmental Interior Category by the FRAME Awards 2025, an international competition and awards program that celebrates and recognizes outstanding design.

With scoring criteria focused on innovation, functionality, creativity and eco-social impact, OC San earned one of the highest scores in the “governmental interior” category.  

“The interior design aesthetic is rooted in the honesty and authenticity of the building’s shell and core — wood, steel and glass — allowing the architecture to speak for itself and integrate with the ethos of wellbeing, sustainability and community,” said Susan Suhar, interiors principal, HDR, Los Angeles. “This material language is carried through the interiors in both its true form and appearance.”

Acclaim from the esteemed jury includes comments such as, “great use of materials and structure to create a good balance of design expression” and “this project truly embodies a 360-degree approach to sustainability and environmental, social and governance.”

Winners were announced during the Workspace Design Show Amsterdam in November 2025, and OC San will be featured in a special print edition of FRAME Magazine in 2026.
