Christine Altendorf, Ph.D., P.E.
Federal Program Management Director
Christine serves as federal program management director, bringing in more than 30 years of federal civil service experience, including 15 years in the Senior Executive Service, leading complex, multibillion-dollar infrastructure programs worldwide. Throughout her career, she has directed large-scale military construction and water resources programs, delivering mission-critical infrastructure with disciplined governance, fiscal accountability and strategic alignment.
She has held some of the federal government’s most senior infrastructure leadership roles, including Director of Military Programs for the U.S. Army Corps of Engineers, where she oversaw a $23 billion annual military construction portfolio. She also served as Director of Installation Management Command–Pacific, leading base operations across 13 Army garrisons, and as Director of the Joint Programs Integration Office, where she guided execution of a $14 billion infrastructure program in Afghanistan. Across peacetime and contingency environments, she has consistently strengthened budget oversight, enforced schedule discipline and aligned diverse stakeholders to achieve complex program objectives.
Recognized for her ability to translate complex challenges into actionable strategy, Christine is known as a decisive leader and trusted advisor in the federal program arena. She has received the Distinguished Executive Presidential Rank Award, one of the highest honors in federal service, as well as the Silver Order of the de Fleury Medal. Committed to developing future leaders, she actively supports science, technology, education and mathematics (STEM) initiatives and serves on the Civil Engineering Advisory Board for the U.S. Military Academy.
