Scott Churilla
Director of Project Delivery Strategy
Scott assists public and private clients in the planning, procurement and administration of infrastructure construction projects utilizing collaborative delivery methods including design-build, progressive design-build, engineer-procure-construct, contract manager-at-risk and integrated project delivery.
Throughout his career, Scott has worked across markets on collaborative delivery projects and pursuits — advancing project and client development, commercial risk analysis, partner development, pursuit and execution support and contract administration.
Scott is a member of the Design-Build Institute of America's (DBIA) College of Fellows and is an instructor for the DBIA Professional Certification Program. As a member of the International Federation of Consulting Engineers (FIDIC) Contracts Committee Task Group 21, he plays a key role in updating the FIDIC Procurement Procedures Guide to capture and reflect industry trends.
Scott earned a bachelor’s degree in philosophy at Alfred University in New York and a Juris Doctor at the West Virginia University College of Law. He also studied liberal arts at the Institut for Europaische Studien in Vienna, Austria.
