HDR’s Mike Volpov Promoted to Utility Coordination and Engineering Director
Mike Volpov, PMP, a proven leader in utility management for major infrastructure projects, has been promoted to oversee HDR’s global utility coordination and design program, reinforcing the firm’s commitment to delivering innovative and reliable solutions.
Based in Richmond Hill, Ontario, Volpov will be the technical leader for utility coordination and engineering services, guiding quality assurance and project delivery for clients and partners. He will work closely with local, regional and global HDR leadership while overseeing 65 professionals in the United States and Canada to support complex utility implementation and relocation on projects across the globe.
Volpov has more than 22 years of experience in the civil design and construction industry. He brings knowledge in major transit projects delivered under public-private partnerships (P3), construction manager at risk (CMAR) and alliance methods. As utility program manager for the multibillion-dollar Ontario Line Subway in Toronto, he led a team of more than 25 utility professionals to successfully complete more than 150 utility relocations. He is currently providing senior project oversight of the $240 million Utility Infrastructure Campus Program as part of the City of Austin’s $4 billion airport expansion program.
“My focus remains on helping clients reduce risk and improve delivery outcomes by approaching utility coordination with consistency, technical rigor and the right expertise from the start,” Volpov said. “As transportation programs grow in scale and complexity, utility coordination is becoming an increasingly critical factor in successful delivery. These complicated utility environments require dedicated specialists, and I’m excited to direct that expertise to help our clients.
Volpov has also held key technical roles on other high-profile projects, including the Gordie Howe International Bridge, Finch West and Eglinton East light rail transit projects, and the Scarborough Subway Extension.
“Mike’s experience and leadership in utility coordination make him exceptionally qualified to lead our global practice,” said HDR Transportation Planning and Design Director Andy Lauzier. “His ability to apply technical knowledge and lead collaboration on complex infrastructure programs helps reduce risk and deliver more successful projects for our clients.”
