HDR Selected to Support Ongoing Construction at Miami Airports

Construction Inspection Services Will Support Safe, Efficient Delivery of Airport Modernization Projects

The Miami-Dade Aviation Department has selected HDR to provide general construction inspection services at Miami International Airport (MIA) and the county’s general aviation airports. Under the contract, HDR will serve as an extension of department staff, providing construction inspection, contract administration and technical oversight for a range of airside, landside and terminal projects supporting capital improvements and modernization efforts. In 2025, NOVA Consulting was acquired by HDR, strengthening the firm’s capabilities in South Florida and its ability to support work at Miami's airports.

MIA is one of the world’s leading passenger and cargo gateways, handling 55 million travelers in 2025 and more than 500,000 aircraft operations. The airport’s $14 billion Modernization in Action capital and maintenance program is preparing MIA to serve more than 77 million annual passengers and 4 million tons of freight by 2040. Planned investments include a redeveloped central terminal, a new Concourse K, improvements to Concourse D, a new hotel and airport-wide upgrades to passenger boarding bridges, restrooms, elevators, escalators and moving walkways. 

Potential assignments under HDR’s initial five-year contract include work on new buildings and renovations, runway and taxiway improvements, utility and mechanical and electrical system upgrades, threshold inspections, and commissioning services. HDR’s multidisciplinary team will also support quality management, schedule and cost controls, safety and security coordination, environmental compliance, construction documentation, and project closeout. 

The work will help maintain airport operations while advancing complex projects in active passenger, cargo and aircraft operating environments. HDR has supported Miami-area aviation projects for more than three decades, and its team contributed to many of the airport's most transformative investments, including the American Airlines North Terminal Development Program, South Terminal Expansion, Miami Intermodal Center, automated people mover system, New Northside Runway Program, and numerous airfield improvement projects.
