Recycling and Circularity Lead
Caroline supports our expanding waste program across North America, with a special focus on the implementation of Colorado's extended producer responsibility (EPR) for packaging legislation, which shifts waste management responsibility and costs to producers.
She has more than two decades of experience in the waste and recycling sector. In her work with the City of Fort Collins, she helped build ambitious and practical programs and policies in the residential, multidwelling, commercial, and construction and demolition sectors. This includes leading Fort Collins’ transition to a contracted residential waste and recycling collection program that serves 41,000 households. She served as the municipal representative and vice president of Colorado’s EPR advisory board since its inception. Mitchell also worked for nonprofit recycling and zero waste organizations.
Caroline holds a bachelor's degree from the University of Colorado Boulder in ecology and evolutionary biology.
